What this solves
Indonesia recognises four legal states for a foreign motorbike rider: a valid International Driving Permit with the motorcycle category (the 1949 Geneva row, A1 / "motorcycle" — not just "car"), an Indonesian SIM C / SIM C1 (motorbike licence, requires a local theory + practical test), a KITAS / KITAP residence permit paired with SIM C, or no legal motorbike licence at all. Most short-stay travellers ignore the rules and get away with it. Some don't. This tool picks the cheapest defensible path for your situation.
Who it's for. First-time Bali visitors planning to ride, long-stay nomads considering KITAS, parents letting teens borrow a scooter, anyone weighing "just wing it" against the actual paperwork.
Pick your path
How to read the result
- Recommended path — the cheapest legal option that holds up against a Polantas (traffic police) stop in Canggu, Kuta, or Ubud. Anything below this line is gambling.
- Estimated cost (Rp) — IDP issuance from your home auto club, SIM C fees via the local Samsat office, KITAS sponsorship costs. Ranges, not quotes.
- Fine-risk line — what a stop typically costs if you ride without the recommended paperwork. "On-the-spot" values are what tourists actually pay; legal fines are smaller.
Limitations
- SIM C issuance for foreigners technically requires KITAS in many Samsat offices; some offices issue without, some don't. Confirm with the regency's SAMSAT before paying any agent.
- IDP validity in Indonesia is widely misunderstood. The 1968 Vienna row is technically also accepted, but the police almost always ask for the 1949 Geneva booklet.
- Costs and processing times shift. KITAS sponsorship in 2026 typically runs Rp 4–8m via an agent, plus monthly reporting — verify with your sponsor company.
- This tool does not predict whether you'll actually be stopped. Canggu and Kuta see daily operations; Amed and Lovina rarely do.
FAQ
Is an IDP enough for Bali scooters?
For a motorbike, only if your IDP carries the motorcycle category (A1 on the 1949 Geneva row). A car-only IDP is regularly fined. The IDP must be carried together with your home-country licence, and it's valid for the same period as your home licence — typically 1 year for the booklet, longer if your licence is long-lived.
Can a foreigner get SIM C without KITAS?
Officially, SIM C requires KITAS or a long-stay visa in some regencies. In practice, Denpasar and Badung Samsat offices have issued SIM C to B211A visa holders via an agent, with a longer processing time and a sponsor letter. The cost is roughly Rp 1.0–2.5m including admin, photos, and the driving test fee. Bring passport, KITAS / visa, and a local sponsor letter.
Why do I keep hearing "everyone rides without one"?
Enforcement intensity is regional and seasonal. Canggu, Kuta, and the airport road see daily police operations in dry season. Amed, Lovina, and Pemuteran go months without a single tourist-rider stop. The "everyone rides without one" line is mostly told by people whose trip happened to fall in the un-enforced regency.
What if my home licence is for <125cc only?
Most Bali rentals are 110–125cc (Honda Scoopy, Yamaha Fazzio, Honda Vario), which technically fall under your licence. If you plan to ride a 155cc+ scooter (PCX, NMAX, XMAX) or a 250cc+ trail bike, your home licence needs to cover that class. Police rarely check displacement, but insurance exclusions do.
